FRSSE – Financial Reporting Standard for Smaller Entities (Withdrawn) | Extended Reference
The FRSSE was the pre-2015 simplified accounting regime for small companies, withdrawn for periods beginning on or after 1 January 2016 and superseded by FRS 102 Section 1A and FRS 105.
1
Conceptual Framework Linkage
The pre-2015 simplified regime for small companies
Before the WHOLESALE 2015 overhaul of UK GAAP, the FRSSE (Financial Reporting Standard for Smaller Entities) provided a SELF-CONTAINED, SIMPLIFIED set of accounting requirements for small companies – allowing them to avoid applying the FULL suite of "old UK GAAP" standards (the individual SSAPs, old FRSs, and UITF Abstracts that existed BEFORE FRS 100–105 replaced them). With the introduction of "new UK GAAP," the FRSSE's ROLE was ABSORBED into FRS 102's OWN Section 1A small-entity relief, and – for the very smallest companies – into the NEW FRS 105 micro-entities regime, making the FRSSE REDUNDANT and leading to its WITHDRAWAL.
2
Scope – What Qualified as a "Smaller Entity"
Companies meeting the Companies Act "small company" size thresholds
The FRSSE HISTORICALLY applied to companies (and certain other entities) meeting the UK/Irish Companies Act's "SMALL COMPANY" size thresholds of the time – broadly similar in SPIRIT to today's small-entity thresholds, though the SPECIFIC monetary limits have been updated multiple times since the FRSSE's withdrawal.
3
The Withdrawal – Superseded by FRS 102 Section 1A and FRS 105
A deliberate consolidation, not a rejection of simplification itself
The FRC WITHDREW the FRSSE effective for accounting periods beginning on or after 1 JANUARY 2016, as part of the BROADER "new UK GAAP" project – the FRSSE's PURPOSE (proportionate simplicity for small companies) was NOT abandoned, but rather RE-HOMED within the NEW framework: ORDINARY small companies now use FRS 102's SECTION 1A reduced disclosure regime, while the VERY SMALLEST companies (micro-entities) can use the NEW, EVEN SIMPLER FRS 105 standard instead.
4
What the FRSSE Historically Provided
A single, self-contained document covering recognition, measurement, and disclosure
The FRSSE was DELIBERATELY designed as a SINGLE, SELF-CONTAINED standard – bringing together SIMPLIFIED recognition, measurement, and disclosure requirements covering the FULL range of topics a small company might encounter, WITHOUT requiring reference to the FULL, more extensive suite of "old UK GAAP" individual standards that larger companies were required to apply.
5
Old UK GAAP Context – the Pre-2015 Standards Landscape
A genuinely different regulatory era, predating today's IFRS-aligned suite
BEFORE 2015, "old UK GAAP" consisted of a PATCHWORK of individually issued Statements of Standard Accounting Practice (SSAPs, dating from the 1970s-80s), later Financial Reporting Standards (old FRSs, issued from the 1990s onward), and Urgent Issues Task Force (UITF) Abstracts – a genuinely DIFFERENT, less internationally-aligned body of standards than TODAY's FRS 100–105 suite, which is EXPLICITLY based on IFRS (and the IFRS for SMEs Standard specifically for FRS 102). The FRSSE existed as the SIMPLIFIED alternative WITHIN that OLDER landscape.
6
Worked Example – Historical FRSSE Simplifications
How a small company's accounts used to look
Example: A small trading company's pre-2016 accounts
A qualifying small UK company prepared its accounts under the FRSSE for a financial year beginning before 1 January 2016.
The company applied the FRSSE's SELF-CONTAINED requirements – a SINGLE document covering all the topics it needed, WITHOUT needing to separately consult the full range of "old UK GAAP" SSAPs and FRSs. Following the 2015 overhaul, the SAME company, for periods beginning ON or AFTER 1 January 2016, would instead apply FRS 102 Section 1A (or FRS 105, if it also meets the NEWER micro-entity thresholds) – a genuinely DIFFERENT, though similarly PROPORTIONATE, simplified framework.
7
Current Treatment – Section 1A and FRS 105
Two successor regimes, layered by entity size
TODAY, a small company applies FRS 102 in FULL, but with SECTION 1A's reduced DISCLOSURE requirements (NOT reduced recognition/measurement) if it meets the Companies Act small company thresholds; if it ALSO meets the STRICTER micro-entity thresholds, it may instead elect the FURTHER-simplified FRS 105 (see the companion posters) – TOGETHER replacing the single FRSSE document with a MORE granular, TWO-TIER simplification structure within the "new UK GAAP" hierarchy.
8
Disclosure Requirements (Current, Post-Withdrawal)
What applies today instead
FRS 102 (full recognition/measurement) with Section 1A reduced disclosures, for qualifying small companiesFRS 105 (simplified recognition/measurement AND disclosure), for qualifying micro-entities
9
Critical Judgments
Where judgement matters most (historically and today)
HISTORICAL JUDGEMENTS
Whether a company met the "smaller entity" size thresholds in force at the time
CURRENT JUDGEMENTS
Whether a company meets the CURRENT small-company or micro-entity thresholds, and which successor regime (Section 1A or FRS 105) to elect
10
Relationship to IAS/IFRS – Then and Now
A pre-IFRS-alignment standard, now replaced by an explicitly IFRS-anchored suite
The FRSSE, as part of "OLD UK GAAP," was developed LARGELY INDEPENDENTLY of IFRS, reflecting UK-specific accounting tradition and Companies Act requirements of its era, WITHOUT the deliberate international alignment that characterises TODAY's suite. Its SUCCESSOR regimes – FRS 102 Section 1A and FRS 105 – by contrast, sit WITHIN a framework EXPLICITLY based on (and adapted from) the IASB's own IFRS for SMEs Standard – representing a GENUINE philosophical shift from the FRSSE era's more INSULAR UK-specific approach toward today's DELIBERATELY IFRS-anchored hierarchy (see the FRS 100 and FRS 102 posters for the fuller picture of this alignment).
