ASBJ 19
Partial Amendments to Accounting Standard for Retirement Benefits
Partial Amendments to Accounting Standard for Retirement Benefits is part of the Japan GAAP framework.
1
Conceptual Framework Linkage
The final, culminating stage of Japan's staged retirement benefits reform
ASBJ Statement No. 19 completed the THIRD and FINAL stage of Japan's staged retirement benefits reform – following Statement No. 3 (Part 1) and Statement No. 14 (Part 2), both now ABOLISHED (see the companion posters). This FINAL stage established what remains, TODAY, one of the MOST genuinely DISTINCTIVE features of J-GAAP retirement benefit accounting: a DIFFERENT treatment of actuarial gains/losses and prior service cost depending on whether CONSOLIDATED or INDIVIDUAL financial statements are being prepared.
2
Scope
Companies sponsoring defined benefit retirement plans
This Statement applies to companies sponsoring DEFINED BENEFIT retirement plans (including Japan's distinctively common lump-sum retirement allowance arrangements), addressing the recognition of ACTUARIAL gains/losses and PRIOR SERVICE COST specifically.
3
Completing the Staged Reform From Statements No. 3 and No. 14
The final building block toward today's comprehensive standard
Building on the EARLIER stages' progressive move toward FULLER Balance Sheet recognition (see the companion ASBJ Statement No. 3 and No. 14 posters), this THIRD stage introduced the SPECIFIC mechanism by which unrecognised actuarial gains/losses and prior service cost would be recognised MORE FULLY – but, DISTINCTIVELY, it did so DIFFERENTLY depending on whether the reporting entity was preparing CONSOLIDATED or INDIVIDUAL financial statements, a nuance that REMAINS a live feature of TODAY's ASBJ Statement No. 26.
4
Consolidated Statements – Immediate Recognition Within Net Assets
A "Remeasurements of Defined Benefit Plans" component, closely mirroring post-2011 IAS 19
In CONSOLIDATED financial statements, actuarial gains/losses and prior service cost ARISING during the period are recognised IMMEDIATELY within Net Assets – specifically within a DEDICATED "Remeasurements of Defined Benefit Plans" line WITHIN the Valuation and Translation Adjustments component (see the companion ASBJ Statement No. 5 poster) – RATHER than being deferred and gradually amortised through profit or loss. This closely MIRRORS the IASB's OWN post-2011 amendments to IAS 19, which eliminated the "corridor approach" and required immediate OCI recognition of remeasurements.
5
Individual (Non-Consolidated) Statements – Continued Deferred Recognition
A more gradual, delayed recognition pattern persists
By CONTRAST, in an entity's OWN INDIVIDUAL (non-consolidated, parent-only) financial statements, companies CONTINUE to apply a MORE GRADUAL, DELAYED recognition pattern for actuarial gains/losses and prior service cost – amortising these amounts through profit or loss over a period (often tied to employees' average remaining service period) RATHER than recognising them immediately within Net Assets, as consolidated reporting REQUIRES.
6
THE KEY DIVERGENCE – Two Different Treatments Within the Same Company
A genuinely distinctive, still-current split by statement type
This is a GENUINELY DISTINCTIVE, well-recognised, and STILL-CURRENT feature of J-GAAP: the SAME underlying actuarial gain or loss can be treated DIFFERENTLY depending SOLELY on WHICH set of financial statements is being prepared – IMMEDIATE recognition within Net Assets for CONSOLIDATED purposes, but DEFERRED, gradual recognition through profit or loss for INDIVIDUAL (parent-only) statutory purposes. This is UNLIKE most other frameworks discussed in this poster series, where a SINGLE accounting policy generally applies REGARDLESS of whether consolidated or standalone statements are being prepared – J-GAAP's retirement benefits standard is a NOTABLE exception to that general pattern.
7
Recycling – From Net Assets to the Statement of Income
Consolidated remeasurements are eventually reclassified through profit or loss
Amounts recognised WITHIN the "Remeasurements of Defined Benefit Plans" Net Assets component (for consolidated purposes) are NOT left there permanently – they are subsequently RECLASSIFIED ("recycled") to the Statement of Income OVER the employees' AVERAGE remaining service period, broadly PARALLELING how the amount would EVENTUALLY be recognised under the INDIVIDUAL statement treatment, just on a DIFFERENT initial recognition timeline.
8
Worked Example – Consolidated Recognition of an Actuarial Loss
Immediate recognition within Net Assets
Example: A ¥60,000,000 actuarial loss arising during the year
A company's defined benefit plan experiences a ¥60,000,000 actuarial LOSS during the year, due to a change in discount rate assumptions.
In the company's CONSOLIDATED financial statements, the FULL ¥60,000,000 loss is recognisedIMMEDIATELYwithin the "Remeasurements of Defined Benefit Plans" component of Net Assets – NOT deferred or gradually amortised – though it will subsequently be RECYCLED to the Statement of Income over the employees' average remaining service period.
9
Worked Example – the Same Loss Under Individual Financial Statements
A different, more gradual treatment for the same underlying loss
Example: The same ¥60,000,000 loss, individual (parent-only) statements
Continuing the prior example, assume the average remaining service period of plan participants is 10 years.
In the company's OWN INDIVIDUAL (non-consolidated) financial statements, the SAME ¥60,000,000 loss is instead AMORTISED GRADUALLY – for example, ¥6,000,000 per year over the 10-year average remaining service period – RATHER than recognised immediately, illustrating the GENUINELY DIFFERENT treatment the SAME underlying event receives DEPENDING SOLELY on which set of statements is being prepared.

Disclosure Requirements
What this Statement's substance (within ASBJ Statement No. 26) requires
Movement in the retirement benefit obligation, plan assets, and net liability/asset recognisedAmounts and timing basis for recognition of actuarial gains/losses and prior service cost, distinguishing consolidated from individual treatment
11
Critical Judgments & Estimates
Where judgement matters most
SIGNIFICANT JUDGEMENTS
Determining the appropriate amortisation period for individual (non-consolidated) statement purposes
SIGNIFICANT ESTIMATES
Actuarial assumptions (discount rate, expected return on plan assets, mortality, turnover) underlying the retirement benefit obligation
12
Relationship to IAS/IFRS – the IAS 19 Parallel
Comparison – J-GAAP vs IAS 19
FeatureJ-GAAP consolidated / individualIFRS (IAS 19, post-2011)
Consolidated treatmentImmediate recognition within Net AssetsImmediate recognition within OCI – converged
Individual/separate statement treatmentContinued GRADUAL, deferred amortisationIAS 19 does NOT distinguish separate from consolidated statements – the SAME immediate-recognition treatment applies throughout
J-GAAP's CONSOLIDATED treatment is genuinely CONVERGED with modern IAS 19 – but the CONTINUED existence of a SEPARATE, more gradual treatment for INDIVIDUAL statements is a DISTINCTIVELY J-GAAP feature, without an equivalent DUAL-TRACK structure under IFRS.
