Financial Statement Discussion and Analysis

Provides guidance on preparing and presenting management discussion and analysis of an entity's financial statements, covering operations, objectives, strategies, financial statement analysis, and principal risks and uncertainties.

Active Standard

RPG 2 Financial Statement Discussion and Analysis provides non-authoritative good-practice guidance issued by the IPSASB to assist preparers in presenting management analysis that complements IPSAS 1 general purpose financial statements.

1

Objective, Status & Scope (paras. 1–8)

Objective
Guides preparing and presenting FINANCIAL STATEMENT DISCUSSION AND ANALYSIS – helping users understand the financial position, performance, and cash flows presented in the financial statements. This is DELIBERATELY narrower than the broader "narrative reporting" concept the IPSASB originally considered – scoped specifically to discussion of IPSAS 1 financial statements, not the wider GPFR universe.
Status – encouraged, with concrete presentation rules
Good practice, ENCOURAGED – compliance is NOT required for an IPSAS compliance statement
Presented AT LEAST ANNUALLY, using the SAME reporting period as the financial statements SAME reporting boundary as the financial statements ISSUED WITH the financial statements – not separately timed
The same all-or-nothing rule as RPG 1: information can't be described as complying with this RPG unless it meets ALL its requirements (para. 7). Where legislation independently MANDATES this kind of reporting, disclosing the impact on RPG 2 compliance is encouraged (para. 8).
2

Definition & Identification (paras. 9–12)

The one defined term
Financial statement discussion and analysis
An explanation of the SIGNIFICANT items, transactions, and events presented in an entity's financial statements, AND the factors that influenced them.
Three tiers, kept clearly separate
Financial statements – prepared under accrual IPSAS Financial statement discussion and analysis – prepared under THIS RPG Other information – useful, but neither an IPSAS requirement nor an RPG 2 recommendation (though it might be covered by ANOTHER RPG)
Must be CLEARLY IDENTIFIED and distinguished from the statements and other information, and must identify WHICH financial statements it relates to (paras. 10–12).
3

Presenting Financial Statement Discussion and Analysis (paras. 13–14)

The entity's OWN interpretation – a genuinely different vantage point
This is where the entity gets to reflect ITS OWN interpretation of significant items, transactions, and events – giving users insight into operations FROM THE ENTITY'S PERSPECTIVE. This complements (rather than duplicates) the financial statements themselves, which present facts without editorial framing.
Information must still meet the ordinary qualitative characteristics (relevance, faithful representation, understandability, timeliness, comparability, verifiability) and constraints (materiality, cost-benefit, balance between characteristics) from Conceptual Framework Chapter 3 (para. 14).
4

Content of Financial Statement Discussion and Analysis (paras. 15–18)

Four required elements – never mere repetition (para. 16)
An OVERVIEW of the entity's operations and the environment it operates in (§5) Information about the entity's OBJECTIVES and STRATEGIES (§5) An ANALYSIS of the financial statements – significant changes/trends in position, performance, cash flows (§6) A description of PRINCIPAL RISKS and UNCERTAINTIES affecting position/performance/cash flows, changes since last reporting date, and mitigation strategies (§7)
Consistency with the statements, and avoiding pure duplication
Content must be CONSISTENT with the financial statements – same underlying items, transactions, events, recognition/measurement assumptions (para. 15). Where overlapping content exists, it must ANALYZE and EXPLAIN rather than repeat – with cross-references to the statements to avoid duplication (para. 18). Form/specific content reflect the entity's own nature and regulatory environment (para. 17).
5

Overview of Operations & Environment, Objectives & Strategies (paras. 19–20)

Overview content (para. 19)
The entity's MISSION and VISION GOVERNANCE – legislative/regulatory structure, management structure RELATIONSHIPS with other entities that could significantly affect financials (e.g. funding arrangements) EXTERNAL trends/events/developments – legal, regulatory, social, political, macroeconomic – with material impact potential MAIN operations, including service delivery methods (outsourcing, service concession arrangements) and significant changes
Objectives and strategies – connecting priorities to resources
Discuss objectives/strategies relating to financial position, performance, and cash flows so users can understand the entity's PRIORITIES and identify the resources needed to achieve them – e.g. managing surplus/deficit, or debt/reserve levels. Explain HOW achievement would be measured, and OVER WHAT TIME PERIOD (para. 20).
6

Analysis of the Entity's Financial Statements (paras. 22–26)

Trends, adjustments, and reconciliation transparency
Analyze SIGNIFICANT changes and TRENDS in position/performance/cash flows OVER TIME – judgment governs what's significant (paras. 22–23) If statement information is ADJUSTED for inclusion here, disclose that fact, the NATURE, and the REASONS – and RECONCILE any derived financial performance measures back to the IPSAS-compliant statement figures (para. 24) Comparative information disclosed where RELEVANT to understanding the current period (para. 25)
The IPSAS 24 budget-comparison cross-reference
Where an entity's approved budget is publicly available, IPSAS 24 REQUIRES a budget-vs-actual comparison, with material-difference explanations either in the notes OR in OTHER public reports. If an entity elects to place that explanation WITHIN its financial statement discussion and analysis, it must apply IPSAS 24's OWN guidance to those disclosures (para. 26) – a direct structural link back to that Standard's own poster.
7

Risks and Uncertainties (paras. 27–31)

Connect risks to strategy – both threats AND opportunities
Discuss principal risks/uncertainties and how they RELATE to the entity's objectives/strategies – helping users evaluate CURRENT impact (e.g. contingent liabilities, FX hedges) and EXPECTED outcomes (para. 27). Risks can be EXTERNAL or INTERNAL, and descriptions should cover BOTH negative consequences AND potential opportunities – not just downside framing (para. 28).
Risk management approach, and concentration disclosure
Discussing HOW risks are managed (self-insuring, transferring/sharing via insurance) helps users faithfully assess the entity's actual exposure (para. 29) Discloses CONCENTRATIONS of risk – significant loans to particular regions/industries, or dependence on a single revenue source (para. 30) Given the PERVASIVE effect these risks can have, information may be presented SEPARATELY, or woven into relevant sections throughout the discussion (para. 31)
8

Statement / Process Mapping

Decision map
  1. Prepare at least ANNUALLY, matching the financial statements' period, boundary, and issuance timing (§1)
  2. CLEARLY IDENTIFY as distinct from the financial statements and other information, naming which statements it relates to (§2)
  3. Include all FOUR required elements – overview, objectives/strategies, statement analysis, risks/uncertainties (§4)
  4. Where content OVERLAPS with the statements, ANALYZE rather than repeat – cross-reference to avoid duplication (§4)
  5. Reconcile any ADJUSTED figures back to the IPSAS-compliant statement amounts; apply IPSAS 24 if including budget-difference explanations here (§6)
  6. Discuss risks/uncertainties in BOTH directions – threats and opportunities – connected explicitly to strategy (§7)

How RPG 2 connects across the IPSASB body of literature
DocumentNature of the connection
Conceptual FrameworkSource of the qualitative characteristics and constraints applied throughout (Chapter 3, cited directly)
IPSAS 1Defines the "financial statements" this RPG discusses and analyzes – the RPG's scope is deliberately limited to THIS document, not the broader GPFR universe (§1)
IPSAS 24Governs budget-vs-actual comparison and material-difference explanation guidance, applicable when that content is placed within this discussion instead of the notes (§6)
