ASPE Section 3462

Employee Future Benefits
Employee Future Benefits is part of the Accounting Standards for Private Enterprises (ASPE).
1
Conceptual Framework Linkage
Recognizing the cost of pension and other post-employment promises
ASPE Section 3462 governs the RECOGNITION and MEASUREMENT of EMPLOYEE future BENEFITS – PENSION plans, OTHER post-EMPLOYMENT benefits (e.g. RETIREE health OR life INSURANCE), and OTHER long-TERM employee BENEFITS. GENUINELY distinctively, ASPE OFFERS a CHOICE of MEASUREMENT approach FOR defined BENEFIT plans (Section 5), WITH the CHOSEN approach'S OUTCOME shaped BY ASPE'S broader ABSENCE of any OCI mechanism.
2
Scope
All forms of employee future benefit arrangements
This Section applies TO all ARRANGEMENTS providing FUTURE benefits TO employees IN exchange FOR their SERVICE – INCLUDING defined CONTRIBUTION pension PLANS, defined BENEFIT pension PLANS, and OTHER post-EMPLOYMENT and long-TERM employee BENEFIT arrangements.
3
Defined Contribution Plans – Straightforward Expense Recognition
Expense equals the required contribution for the period
FOR a DEFINED contribution PLAN, the ENTERPRISE'S obligation is LIMITED to the AMOUNT it AGREES to CONTRIBUTE – expense IS simply the CONTRIBUTION required FOR the period, WITH NO further ACTUARIAL measurement OR balance SHEET liability BEYOND any UNPAID contribution.
4
Defined Benefit Plans – Measuring the Obligation
An actuarially determined liability, net of plan assets
FOR a DEFINED benefit PLAN, the ENTERPRISE recognizes a LIABILITY (or ASSET) equal TO the DEFINED benefit OBLIGATION, MEASURED using an ACTUARIAL cost METHOD, LESS the FAIR value OF any PLAN assets SET aside TO fund the OBLIGATION.
5
THE MEASUREMENT CHOICE – Immediate Recognition or Deferral and Amortization
A genuine accounting policy election
ApproachDescription
Immediate recognition approachACTUARIAL gains AND losses, and PAST service COSTS, are RECOGNIZED immediately IN the period THEY arise
Deferral and amortization approachACTUARIAL gains AND losses are DEFERRED and AMORTIZED over the EXPECTED average REMAINING service LIFE (EARSL) of the EMPLOYEE group, SMOOTHING their INCOME statement IMPACT over TIME
AN enterprise ELECTS ONE of these TWO approaches AS an ACCOUNTING policy, APPLIED consistently.
6
Why the Absence of OCI Matters Here
A structurally different outcome from IAS 19's current approach
UNDER the CURRENT (2011-revised) IAS 19, REMEASUREMENTS of the DEFINED benefit OBLIGATION are RECOGNIZED immediately WITHIN other COMPREHENSIVE income, NEVER subsequently RECYCLED into PROFIT or LOSS – INSULATING net INCOME from THIS particular SOURCE of VOLATILITY. GIVEN ASPE has NO OCI mechanism WHATSOEVER (see the COMPANION Section 1520 poster), an ENTERPRISE electing THE immediate recognition APPROACH under ASPE HAS no CHOICE but to RUN actuarial GAINS and LOSSES directly THROUGH net INCOME – a GENUINELY different, POTENTIALLY more VOLATILE income STATEMENT outcome FOR the SAME underlying ECONOMIC event, RELATIVE to WHAT an equivalent IFRS PREPARER would EXPERIENCE.
7
Multi-Employer Plans – Practical Relief
Defined contribution accounting where sufficient information is unavailable
WHERE an ENTERPRISE participates IN a MULTI-employer defined BENEFIT plan and SUFFICIENT information IS not available TO apply DEFINED benefit ACCOUNTING (a COMMON practical CHALLENGE, GIVEN the ENTERPRISE'S own SHARE of the PLAN'S obligations AND assets may NOT be SEPARATELY identifiable), the PLAN is ACCOUNTED for AS if it WERE a defined CONTRIBUTION plan – a GENUINELY practical RELIEF, similarly APPLIED internationally.
8
Other Long-Term and Post-Employment Benefits
The same general framework applies
OTHER post-EMPLOYMENT benefits (e.g. RETIREE health OR life INSURANCE coverage) and OTHER long-TERM employee BENEFITS (e.g. LONG-service LEAVE) are MEASURED using the SAME general ACTUARIAL framework AS pension OBLIGATIONS, WITH the SAME measurement-APPROACH choice AVAILABLE.
9
Worked Example – Immediate Recognition of an Actuarial Loss
Direct, full impact on net income in the current period
Example: A revised mortality assumption
A company electing the immediate recognition approach revises its mortality assumptions, increasing its defined benefit obligation by $420,000 during the year.
The COMPANY recognizes the FULL $420,000 actuarial LOSS immediately WITHIN net INCOME for the PERIOD – GIVEN ASPE'S absence OF an OCI LAYER, there IS nowhere ELSE for THIS remeasurement to GO.
10
Worked Example – Deferral and Amortization of the Same Loss
Smoothing the income statement impact over time
Example: Amortizing the loss over the expected average remaining service life
Continuing the prior example, the company instead elects the deferral and amortization approach, with an expected average remaining service life (EARSL) of 12 years for the affected employee group.
The COMPANY amortizes the $420,000 loss AT $420,000 ÷ 12 = $35,000 per year, RECOGNIZING a SMALLER, SMOOTHED expense EACH period, RATHER than the FULL amount IMMEDIATELY.

Disclosure Requirements
What Section 3462 requires
Description of each significant benefit plan, and the measurement approach electedAmount of the defined benefit obligation, plan assets, and resulting net liability or assetSignificant actuarial assumptions used, including discount rate and expected long-term rate of return
12
Critical Judgments & Estimates
Where judgment matters most
SIGNIFICANT JUDGMENTS
Whether to elect immediate recognition or deferral and amortizationWhether sufficient information exists to apply defined benefit accounting to a multi-employer plan
SIGNIFICANT ESTIMATES
Discount rate, mortality, and other actuarial assumptionsExpected average remaining service life, where deferral and amortization is elected

Relationship to IAS 19
Comparison – ASPE Section 3462 vs IAS 19
FeatureASPE Section 3462IAS 19 (2011 revision)
Measurement approach choiceGenuine choice – immediate or deferredMANDATORY immediate recognition only
Where remeasurements are recognizedNet income (no OCI available)Other comprehensive income, never recycled
A GENUINELY significant DIVERGENCE – IAS 19'S 2011 REVISION deliberately ELIMINATED deferral-STYLE smoothing INTERNATIONALLY; ASPE RETAINS it AS a GENUINE option, WITH the IMMEDIATE-recognition alternative ALSO producing a STRUCTURALLY different OUTCOME given ASPE'S absence OF OCI.
