Biological Assets

Biological Assets is part of the Chinese Accounting Standards for Business Enterprises (ASBE).

1

Conceptual Framework Linkage

Living animals and plants, measured predominantly at cost
ASBE No. 5 governs LIVING animals and PLANTS held by an enterprise – the Chinese COUNTERPART to IAS 41 (Agriculture) internationally. THE most STRIKING feature of this Standard is that it REVERSES the international PRESUMPTION: WHERE IAS 41 REQUIRES fair value MEASUREMENT as the DEFAULT (with cost ONLY as a fallback), ASBE No. 5 makes COST the DEFAULT, PERMITTING fair value ONLY in NARROW, RESTRICTED circumstances (Section 6) – one of the MOST significant MEASUREMENT divergences ANYWHERE in the ASBE suite.
2

Scope – Three Categories of Biological Assets

Consumable, productive, and public welfare biological assets
CategoryDescription
Consumable biological assetsHeld for EVENTUAL sale or harvest (e.g. CROPS, livestock RAISED for slaughter)
Productive biological assetsHeld to PRODUCE agricultural PRODUCE, or for RENTAL, on a REPEATED or CONTINUOUS basis (e.g. FRUIT trees, DAIRY cattle)
Public welfare biological assetsHeld PRIMARILY for environmental PROTECTION purposes (e.g. WINDBREAK or WATER-conservation forests)
3

Consumable Biological Assets

Held for eventual sale or harvest
CONSUMABLE biological ASSETS – CROPS, VEGETABLES, and LIVESTOCK raised for SLAUGHTER – are MEASURED at COST, ACCUMULATING expenditure UNTIL harvest or SALE, at WHICH point they TRANSFER into INVENTORY (governed by ASBE No. 1).
4

Productive Biological Assets

Depreciated like fixed assets, over their productive life
PRODUCTIVE biological ASSETS – FRUIT-bearing TREES, DAIRY cattle, RUBBER trees – are MEASURED at COST LESS accumulated DEPRECIATION and IMPAIRMENT, SYSTEMATICALLY depreciated OVER their PRODUCTIVE useful LIFE, CONSISTENT with the SAME general APPROACH applied to FIXED assets under ASBE No. 4.
5

Public Welfare Biological Assets

Environmental protection assets, measured at cost
PUBLIC WELFARE biological ASSETS – held PRIMARILY for ENVIRONMENTAL or ECOLOGICAL protection PURPOSES RATHER than commercial PRODUCTION – are ALSO measured at COST, REFLECTING their FUNDAMENTALLY non-commercial NATURE.
6

THE KEY DIVERGENCE – Cost Is the Default, Not Fair Value

A reversed presumption relative to IAS 41
IAS 41 REQUIRES biological ASSETS to be MEASURED at FAIR VALUE LESS costs to SELL as the DEFAULT approach INTERNATIONALLY, PERMITTING cost ONLY as a NARROW FALLBACK where FAIR value CANNOT be MEASURED reliably. ASBE No. 5 TAKES the OPPOSITE starting POINT: COST is the DEFAULT measurement BASIS for ALL three categories of BIOLOGICAL asset, WITH the FAIR VALUE model PERMITTED ONLY where THERE is CLEAR evidence of an ACTIVE market PROVIDING reliable PRICE information (Section 7) – a GENUINELY significant, WELL-KNOWN REVERSAL of the international PRESUMPTION.
7

When the Fair Value Model Is Permitted

A narrow exception, mirroring the Investment Property restriction
CONSISTENT with the SAME restrictive APPROACH seen in ASBE No. 3 (Investment Property – see the COMPANION poster), the FAIR VALUE model MAY be ELECTED for biological ASSETS ONLY where THERE is CONVINCING evidence of an ACTIVE, LIQUID market PROVIDING reliable, OBSERVABLE prices – a CONDITION that, in PRACTICE, is MET only for a NARROW range of Chinese AGRICULTURAL commodities with GENUINELY transparent SPOT markets.
8

Why ASBE Reverses IAS 41's Presumption

The same recurring caution around unreliable fair value estimates
This REVERSAL reflects the SAME broader, RECURRING theme SEEN throughout the ASBE ASSET standards – a GENERAL scepticism TOWARD fair VALUE measurement WHERE reliable market EVIDENCE cannot be CONFIDENTLY established across China's DIVERSE, UNEVENLY developed AGRICULTURAL and commodity MARKETS. RATHER than REQUIRING preparers to ESTIMATE fair value WHERE genuinely reliable DATA may not EXIST (as IAS 41's DEFAULT approach WOULD require), ASBE PRIORITISES the VERIFIABILITY of historical COST, PERMITTING fair VALUE only WHERE its RELIABILITY is GENUINELY beyond QUESTION.
9

Worked Example – Cost-Model Measurement of Productive Biological Assets

Depreciating an orchard over its productive life
Example: An apple orchard
A company plants an apple orchard at a cost of RMB 6,000,000, with an estimated 20-year productive life once mature, and no active market evidence available for a reliable fair value.
The company applies the COST MODEL, depreciating the orchard OVER its 20-year PRODUCTIVE life: RMB 6,000,000 ÷ 20 = RMB 300,000 per year – REFLECTING the SAME cost-based APPROACH applied to FIXED assets, RATHER than fair VALUE remeasurement each PERIOD.
10

Worked Example – a Rare Fair Value Election

A narrow case where an active market genuinely exists
Example: A commodity with a transparent, active spot market
A company holds a consumable biological asset (a specific grain crop) traded on a genuinely active, transparent domestic commodity exchange with frequent, reliable spot prices.
GIVEN the CLEAR active-market evidence, the company MAY ELECT the FAIR VALUE model for THIS asset – measuring it at FAIR VALUE LESS costs to SELL each period – though this REMAINS a NARROW EXCEPTION relative to the OVERWHELMING majority of Chinese biological ASSETS measured at COST.

Quick-Reference Glossary

Productive biological asset
A living animal or plant held to produce agricultural output repeatedly or continuously (e.g. fruit trees, dairy cattle), depreciated like a fixed asset.
Consumable biological asset
A living animal or plant held for eventual harvest or sale, measured at cost until transferred to inventory.
