ASBJ 33

Accounting Standard for Semi-annual Financial Reporting

Accounting Standard for Semi-annual Financial Reporting is part of the Japan GAAP framework.

Semi-Annual Reporting Standard

ASBJ Statement No. 33 established semi-annual financial reporting for listed companies, replacing mandatory quarterly reporting under ASBJ Statement No. 12.

1

Conceptual Framework Linkage

Japan's first move to a reduced statutory reporting frequency
ASBJ Statement No. 33, issued in March 2024, ESTABLISHED semi-annual (second fiscal quarter) financial reporting as the PRIMARY statutory interim reporting obligation for listed companies – the FIRST concrete step in Japan's broader shift AWAY from mandatory FULL quarterly statutory reporting (previously governed by ASBJ Statement No. 12, now largely superseded – see the companion poster) TOWARD a lighter-touch regime.
2

Scope – Replacing Mandatory Quarterly Reporting

Listed companies' second-quarter statutory reporting obligation
This Statement applied to LISTED companies previously required to file FULL quarterly reports for the FIRST and THIRD quarters – under this Statement, those FULL statutory quarterly obligations were REPLACED by a SINGLE semi-annual (second-quarter) reporting requirement instead.
3

Minimum Content of a Semi-annual Report

A condensed set of statements, broadly parallel to prior interim practice
A compliant SEMI-ANNUAL report included a CONDENSED Balance Sheet, condensed Statement of Income, condensed Statement of Changes in Net Assets, condensed Statement of Cash Flows, and SELECTED explanatory notes – broadly PARALLELING the general interim reporting principles ALREADY established under J-GAAP's general framework.
4

Consolidated Semi-annual Financial Statements

Companion consolidation-specific guidance was needed too
Preparing CONSOLIDATED semi-annual financial statements RAISED specific procedural questions BEYOND the general interim reporting principles – SUCH questions were addressed through a SEPARATE, dedicated standard (which has SINCE been carried forward and updated as ASBJ Statement No. 38 – see the companion poster).
5

Why This Statement Was Reworked So Quickly

Refinement following initial implementation, as part of a broader coordinated package
Within ROUGHLY eighteen months of its ORIGINAL issuance, this Statement was REWORKED into ASBJ Statement No. 37 (Accounting Standard for INTERIM Financial Reporting) – ISSUED alongside a COORDINATED package of related amendments (ASBJ Statements No. 38, 39, and 40 – see the companion posters). This RAPID evolution suggests the ASBJ used the initial 2024 rollout to GATHER practical implementation feedback, then CONSOLIDATED refinements into a MORE COMPREHENSIVE successor standard SHORTLY afterward, RATHER than treating the ORIGINAL 2024 standard as a long-term, settled framework.

Worked Example – a Semi-annual Report's Minimum Components

A condensed set of primary statements
Example: A listed company's 2024 semi-annual filing
A listed company, applying this Statement for its FIRST semi-annual reporting cycle under the new regime, prepares its second-quarter report.
The report includes a CONDENSED Balance Sheet AS AT the second-quarter end, a condensed Statement of Income for the HALF-YEAR period, condensed Net Assets and Cash Flow statements, and SELECTED notes – REPLACING what would PREVIOUSLY have been TWO separate full quarterly reports (Q1 and the earlier-style H1 filing) with this SINGLE semi-annual document.
7

Disclosure Requirements

What ASBJ Statement No. 33 originally required
Condensed primary financial statements for the half-year period Selected explanatory notes on significant events since the last annual report
8

Critical Judgments

Where judgement mattered most
SIGNIFICANT JUDGEMENTS
Materiality assessment relative to the semi-annual period
SIGNIFICANT ESTIMATES
Interim-period estimates carried through from prior general interim reporting practice
9

Relationship to IAS/IFRS

A local reporting-frequency policy choice, not an IFRS divergence
As with the SUPERSEDED quarterly regime (ASBJ Statement No. 12), IAS 34 does NOT itself mandate any PARTICULAR reporting frequency – Japan's SHIFT from quarterly to semi-annual statutory reporting reflects a LOCAL regulatory policy choice, not a divergence from a SPECIFIC IFRS requirement.
