ASPE Section 1540
Active
Cash Flow Statement
Cash Flow Statement is part of the Accounting Standards for Private Enterprises (ASPE).
1
Conceptual Framework Linkage
Presenting cash inflows and outflows by activity, with genuine method flexibility
ASPE Section 1540 governs the PREPARATION of the CASH Flow STATEMENT – CLASSIFYING an ENTERPRISE'S cash INFLOWS and OUTFLOWS into OPERATING, INVESTING, and FINANCING activities. UNLIKE the MANDATORY direct-METHOD-plus-reconciliation APPROACH we SAW under ASBE No. 31 (see the COMPANION Chinese GAAP poster), ASPE offers a GENUINELY free CHOICE between the DIRECT and INDIRECT method, WITH no SUPPLEMENTARY reconciliation REQUIRED regardless of WHICH method is CHOSEN (Section 5).
2
Scope
The fourth required primary statement
This Section applies TO the PREPARATION of the CASH Flow STATEMENT – the FOURTH required PRIMARY statement COMPRISING a COMPLETE set of ASPE financial STATEMENTS, PRESENTING the ENTERPRISE'S cash INFLOWS and OUTFLOWS during THE period.
3
Cash and Cash Equivalents
Short-term, highly liquid investments
CASH equivalents ARE short-TERM, highly LIQUID investments READILY convertible TO known AMOUNTS of CASH, subject TO an INSIGNIFICANT risk OF changes IN value – SUBSTANTIALLY the SAME definition USED internationally UNDER IAS 7.
4
Three Activity Classifications
Operating, investing, and financing
CategoryDescription
Operating activitiesPRINCIPAL revenue-PRODUCING activities and OTHER activities THAT are NOT investing or FINANCING
Investing activitiesACQUISITION and DISPOSAL of LONG-term assets and OTHER investments NOT considered CASH equivalents
Financing activitiesACTIVITIES changing the SIZE and COMPOSITION of the ENTERPRISE'S owners' EQUITY and BORROWINGS
5
THE GENUINE CHOICE – Direct or Indirect Method, Freely Elected
No mandatory supplementary reconciliation, unlike ASBE
ASPE ALLOWS an ENTERPRISE to PRESENT operating CASH flows using EITHER the DIRECT method (PRESENTING major CLASSES of GROSS cash RECEIPTS and PAYMENTS) OR the INDIRECT method (STARTING from NET income, ADJUSTING for non-CASH items and WORKING capital CHANGES) – a GENUINE, unrestricted CHOICE, with NO supplementary RECONCILIATION mandated REGARDLESS of WHICH method IS selected. THIS mirrors IAS 7'S OWN flexible APPROACH internationally, and STANDS in GENUINE contrast to ASBE No. 31 (see the COMPANION Chinese GAAP poster), WHICH requires the DIRECT method PLUS a MANDATORY supplementary INDIRECT-method reconciliation.
6
Classifying Interest and Dividends
Reasonable flexibility, consistently applied
INTEREST and DIVIDENDS received OR paid are CLASSIFIED as OPERATING, investing, OR financing activities, DEPENDING on THEIR nature – an ENTERPRISE selects a CONSISTENT classification and APPLIES it FROM period to PERIOD, DISCLOSING the POLICY chosen PER Section 1505.
7
Dividends Paid and Charged to Retained Earnings
Presented separately as financing outflows
DIVIDENDS PAID and CHARGED to RETAINED earnings are PRESENTED SEPARATELY as CASH flows USED in FINANCING activities – SIMILARLY, cash FLOWS relating TO dividends PAID by SUBSIDIARIES to NON-controlling interests ARE presented SEPARATELY as CASH flows USED in FINANCING activities.
8
Non-Cash Transactions
Excluded from the statement, disclosed separately
SIGNIFICANT investing and FINANCING transactions that do NOT involve CASH or CASH equivalents (e.g. ACQUIRING an ASSET through a DIRECTLY related LEASE, or ISSUING shares TO settle a LIABILITY) are EXCLUDED from the CASH Flow STATEMENT itself, but DISCLOSED separately ELSEWHERE in the FINANCIAL statements.
9
Worked Example – the Indirect Method
Starting from net income, adjusting for non-cash items
Example: Reconciling net income to operating cash flow
A private company reports net income of $850,000, depreciation of $120,000, and a $60,000 increase in accounts receivable during the year.
Using the INDIRECT method, NET cash from OPERATING activities = $850,000 + $120,000 − $60,000 = $910,000, presented AS a SINGLE, complete STATEMENT – WITH no FURTHER direct-method DISCLOSURE required.
10
Worked Example – the Direct Method for the Same Facts
An equally acceptable alternative presentation
Example: Presenting gross cash receipts and payments instead
The same company, choosing the direct method instead, determines cash received from customers of $9,400,000 and cash paid to suppliers and employees of $8,490,000.
Using the DIRECT method, NET cash from OPERATING activities = $9,400,000 − $8,490,000 = $910,000 – the SAME final RESULT as the INDIRECT method, PRESENTED differently, WITH BOTH approaches EQUALLY acceptable under ASPE and NEITHER requiring the OTHER as a SUPPLEMENT.

What Section 1540 requires
Cash flows classified by operating, investing, and financing activitiesPolicy for classifying interest and dividends, applied consistentlySignificant non-cash investing and financing transactions
12
Critical Judgments & Estimates
Where judgment matters most
SIGNIFICANT JUDGMENTS
Classifying a specific cash flow among operating, investing, or financing activitiesWhether to use the direct or indirect method
SIGNIFICANT ESTIMATES
Generally minimal – this is primarily a classification and presentation standard
13
Relationship to IAS 7 – and Contrast With ASBE's Mandatory Direct Method
Comparison – ASPE Section 1540 vs IAS 7 vs ASBE No. 31
FeatureASPE Section 1540IAS 7
Method choiceFree choice, direct or indirectFree choice – converged
Supplementary reconciliation requiredNONO – converged
ASPE and IAS 7 are THOROUGHLY converged HERE – BOTH stand IN genuine CONTRAST to ASBE No. 31'S OWN mandatory DIRECT method PLUS required SUPPLEMENTARY reconciliation (see the COMPANION Chinese GAAP poster), a USEFUL illustration of HOW even TWO broadly CONVERGENT frameworks (ASPE and IFRS) can DIVERGE from a THIRD (ASBE) on the SAME underlying TOPIC.
