ASBJ 28
Partial Amendments to Accounting Standard for Tax Effect Accounting
Partial Amendments to Accounting Standard for Tax Effect Accounting is part of the Japan GAAP framework.
1
Conceptual Framework Linkage
Recognising the future tax consequences of today's temporary differences
ASBJ Statement No. 28 governs "TAX EFFECT ACCOUNTING" (税効果会計) – Japan's DEFERRED tax framework, addressing DIFFERENCES between an asset or liability's ACCOUNTING carrying amount and its TAX basis (temporary differences), recognising DEFERRED TAX assets and liabilities for the FUTURE tax consequences of those differences – broadly the SAME balance sheet liability method used under IAS 12 and ASC 740 internationally, though J-GAAP applies a genuinely DISTINCTIVE, STRUCTURED practical framework for assessing deferred tax ASSET recoverability (Section 5).
2
Scope
All companies with temporary differences between accounting and tax bases
This Statement applies to ALL companies with TEMPORARY DIFFERENCES between the ACCOUNTING carrying amount of assets/liabilities and their TAX basis, requiring recognition of DEFERRED tax assets and liabilities for the resulting FUTURE tax effects.
3
The Balance Sheet Liability Method
Comparing carrying amounts to tax bases, item by item
DEFERRED tax is determined by COMPARING the ACCOUNTING carrying amount of EACH asset and liability to its TAX BASIS – TEMPORARY DIFFERENCES (e.g. a provision recognised for accounting purposes but not yet tax-deductible) give rise to a DEFERRED TAX ASSET or LIABILITY, reflecting the FUTURE tax consequence when the difference eventually REVERSES.
4
Deferred Tax Asset Recognition – the Recoverability Test
Recognised only to the extent future taxable income is expected
A DEFERRED TAX ASSET is recognised ONLY to the EXTENT it is considered RECOVERABLE – that is, SUFFICIENT future TAXABLE income is expected to be available AGAINST WHICH the temporary difference (or tax loss carryforward) can be UTILISED. J-GAAP applies a genuinely STRUCTURED, PRESCRIPTIVE framework for making this assessment (Section 5), MORE FORMALISED than the general "probable" (IAS 12) or "more likely than not" (ASC 740) principles-based tests used internationally.
5
THE KEY DIVERGENCE – the Company Classification (会社分類) Framework
A tiered, structured system determining how much DTA can be recognised
Under DETAILED implementation guidance supplementing this Statement, companies are CATEGORISED into a STRUCTURED "COMPANY CLASSIFICATION" (会社分類) system – GENERALLY numbered Classifications 1 through 5 – based on OBJECTIVE, HISTORICAL and PROJECTED profitability indicators (e.g. consistent recent TAXABLE income, existence of tax loss CARRYFORWARDS, or history of SIGNIFICANT losses). Each CLASSIFICATION carries SPECIFIC, PRESCRIBED rules for HOW MUCH of a deferred tax asset may be recognised (e.g. companies in the STRONGEST classification may recognise deferred tax assets FULLY, while companies in WEAKER classifications face INCREASINGLY restrictive limits, potentially permitting recognition ONLY for temporary differences expected to REVERSE within a limited future period, or NONE at all for the WEAKEST classification). This STRUCTURED, TIERED, RULE-BASED approach is a genuinely DISTINCTIVE J-GAAP feature – MORE PRESCRIPTIVE and FORMULA-DRIVEN than the MORE JUDGEMENT-BASED "probable"/"more likely than not" recoverability tests applied under IAS 12 and ASC 740, even though the UNDERLYING economic QUESTION (will future taxable income be sufficient?) is fundamentally the SAME.
6
Measurement – Enacted or Substantively Enacted Tax Rates
Using the rate expected to apply when the difference reverses
DEFERRED tax assets and liabilities are MEASURED using tax rates that are ENACTED (or SUBSTANTIVELY enacted) as of the reporting date, and EXPECTED to apply in the PERIOD the temporary difference is expected to REVERSE – broadly CONVERGED with both IAS 12 and ASC 740's measurement approach.
7
Worked Example – Applying the Company Classification Framework
A structured, rule-based recoverability limit
Example: A company with a recent history of tax losses
A company has ¥200,000,000 of deferred tax assets arising from deductible temporary differences and tax loss carryforwards. Based on its recent history of losses and uncertain future profitability, it falls into a WEAKER company classification, limiting recognition to only the PORTION expected to reverse within the NEXT 5 years, estimated at ¥60,000,000.
The company recognises a deferred tax asset of ONLY ¥60,000,000 – NOT the full ¥200,000,000 – with the REMAINING ¥140,000,000 UNRECOGNISED, reflecting the STRUCTURED classification-based recoverability LIMIT applicable to its specific circumstances.
8
Worked Example – Measuring a Deferred Tax Liability at the Future Enacted Rate
Using the rate expected upon reversal, not today's rate
Example: A tax rate change already enacted
A company has a ¥50,000,000 taxable temporary difference expected to reverse in a future year when a NEWLY ENACTED lower tax rate of 28% (down from the current 30%) will apply.
The deferred tax LIABILITY is measured using the FUTURE, ALREADY-ENACTED 28% rate: ¥50,000,000 × 28% = ¥14,000,000 – NOT the CURRENT 30% rate – reflecting the rate EXPECTED to apply when the difference actually REVERSES.

Relationship to IAS/IFRS and US GAAP
Comparison – J-GAAP vs IAS 12 and ASC 740

The UNDERLYING deferred tax MECHANICS are broadly CONVERGED – the notable divergence is J-GAAP's MORE PRESCRIPTIVE, RULE-BASED recoverability framework, providing GREATER practical structure but LESS flexibility than the more judgement-driven international approaches.

Company classification (会社分類)
A structured, tiered system (generally Classifications 1–5) categorising companies by profitability history, determining the extent to which deferred tax assets may be recognised.
Temporary difference
A difference between the accounting carrying amount of an asset or liability and its tax basis, giving rise to a deferred tax asset or liability.
