Recognition and Measurement of Financial Instruments
Recognition and Measurement of Financial Instruments is part of the Chinese Accounting Standards for Business Enterprises (ASBE).
1
Conceptual Framework Linkage
A major, genuinely early convergence achievement
ASBE No. 22 governs the CLASSIFICATION, RECOGNITION, and MEASUREMENT of FINANCIAL instruments – REVISED in 2017 to REPLACE the OLDER, four-category CLASSIFICATION model (broadly RESEMBLING old IAS 39) with a MODERN, business-MODEL and cash-FLOW-characteristics-driven FRAMEWORK, INCLUDING a FORWARD-LOOKING expected CREDIT loss impairment MODEL – CLOSELY converged with IFRS 9 internationally, and NOTABLY AHEAD of comparable REFORMS in OTHER major jurisdictions (Section 7).
2
Scope
Financial assets and financial liabilities
This Standard applies to the CLASSIFICATION and MEASUREMENT of FINANCIAL assets and FINANCIAL liabilities – WORKING alongside ASBE No. 23 (transfer of FINANCIAL assets), ASBE No. 24 (HEDGING), and ASBE No. 37 (PRESENTATION of financial INSTRUMENTS) to FORM the COMPLETE financial INSTRUMENTS framework.
3
Classification – Business Model and Cash Flow Characteristics
A two-part test, mirroring IFRS 9's own approach
A DEBT financial ASSET is CLASSIFIED based on (a) the ENTITY'S business MODEL for MANAGING the asset (HOLD to COLLECT contractual CASH flows; HOLD to COLLECT and SELL; or OTHER), and (b) WHETHER the ASSET'S contractual CASH flows represent SOLELY payments of PRINCIPAL and INTEREST (the "SPPI" test) – CONSISTENT with IFRS 9'S OWN classification FRAMEWORK internationally.
4
The Three Measurement Categories
Amortised cost, FVOCI, and FVTPL
CategoryApplies where
Amortised costHOLD-to-collect business MODEL, and CASH flows are SOLELY principal and INTEREST
Fair value through OCI (FVOCI)HOLD-to-collect-and-SELL business MODEL, and cash FLOWS are SOLELY principal and INTEREST
Fair value through profit or loss (FVTPL)ALL other financial ASSETS, INCLUDING those FAILING the SPPI test
5
The Equity Instrument FVOCI Election – No Recycling
Retaining IFRS 9's own irrevocable no-recycling option
CONSISTENT with UNMODIFIED IFRS 9 internationally, ASBE No. 22 PERMITS an IRREVOCABLE election to MEASURE certain EQUITY instruments at FVOCI, with FAIR value CHANGES NEVER recycled to PROFIT or loss, EVEN on DISPOSAL. NOTABLY, this is a POINT where ASBE DIFFERS from Japan'S JMIS Modification No. 2 (see the COMPANION poster EARLIER in this SERIES), WHICH specifically PROHIBITS this NO-recycling outcome – ASBE, UNLIKE JMIS, RETAINS the SAME "permanent PARKING" option unmodified IFRS 9 ALLOWS.
6
THE HEADLINE FEATURE – the Expected Credit Loss Model
Forward-looking loss estimation, replacing the old incurred-loss trigger
The REVISED Standard REQUIRES recognising an ALLOWANCE for EXPECTED credit LOSSES – estimated BASED on FORWARD-looking information ABOUT future DEFAULT risk – RATHER than WAITING for a SPECIFIC, observable LOSS event (the OLD "incurred LOSS" trigger) BEFORE recognising IMPAIRMENT. This is the SAME fundamental SHIFT IFRS 9 introduced INTERNATIONALLY when it REPLACED IAS 39.
7
Why China Converged Years Ahead of Japan GAAP
A striking contrast within this comparative poster series
CHINA'S REVISION to ASBE No. 22 – EFFECTIVE for LISTED companies from 2018 and OTHER enterprises from 2021 – TOOK effect ROUGHLY the SAME time as IFRS 9'S OWN international 2018 effective DATE. This STANDS in GENUINE contrast to Japan GAAP, WHOSE own financial INSTRUMENTS standard (ASBJ Statement No. 10) REMAINED anchored to an "OLD IAS 39"-style APPROACH for an EXTENDED period, ONLY proposing an EQUIVALENT expected CREDIT loss model via a FEBRUARY 2026 exposure DRAFT (see the COMPANION poster). This ILLUSTRATES how China'S explicit, ACTIVE "substantial CONVERGENCE" policy (discussed EARLIER when we FIRST began this SERIES) has PRODUCED genuinely FASTER alignment with CURRENT international STANDARDS in SOME areas, RELATIVE to other MAJOR Asian jurisdictions.

Worked Example – Classifying a Debt Instrument
Applying the business model and SPPI tests
Example: A corporate bond held to collect coupon and principal payments
A company purchases a corporate bond, intending to hold it to collect the contractual coupon and principal payments through to maturity. The bond's cash flows consist solely of fixed interest and principal repayment.
Since the BUSINESS model is HOLD-to-collect and the CASH flows PASS the SPPI TEST, the bond is CLASSIFIED and MEASURED at AMORTISED COST.
9
Worked Example – Recognising an Expected Credit Loss Allowance
A forward-looking allowance, recognised before any default occurs
Example: A trade receivable portfolio
A company holds RMB 200,000,000 of trade receivables measured at amortised cost, none currently in default, but historical and forward-looking data suggest an expected loss rate of 1.5%.
The company recognises an EXPECTED credit LOSS allowance of RMB 200,000,000 × 1.5% = RMB 3,000,000 – RECOGNISED EARLIER, and WITHOUT waiting for ANY confirmed DEFAULT event, REFLECTING the FORWARD-looking nature of the MODEL.
