Accounting Standards for Small Business Enterprises (ASSBEs) – Framework Overview
ASSBEs are the simplified accounting standards for small business enterprises in China.
1
Conceptual Framework Linkage
A reduced-complexity framework for smaller enterprises
ASSBEs are a SEPARATE, SIMPLIFIED accounting FRAMEWORK issued by China'S Ministry of FINANCE for QUALIFYING small ENTERPRISES – REDUCING the RECOGNITION, measurement, and DISCLOSURE complexity of FULL ASBE, WHILE retaining a BASIC level of FINANCIAL reporting USEFULNESS. THIS framework PLAYS a ROLE broadly PARALLEL to the IASB'S OWN "IFRS for SMEs" standard internationally.
2
Scope – Small Enterprises Without Public Accountability
Non-listed enterprises meeting specified size criteria
ASSBEs apply to SMALL enterprises MEETING SPECIFIED size CRITERIA (GENERALLY based on THRESHOLDS such as TOTAL assets, ANNUAL revenue, and EMPLOYEE headcount), that are NOT listed or PUBLICLY traded, and that DO NOT have PUBLIC accountability – MOST listed COMPANIES and LARGER enterprises INSTEAD apply the FULL ASBE framework COVERED throughout the REST of this poster series.
3
Why a Separate Framework Exists
Balancing information usefulness against compliance burden
FULL ASBE – WITH its DETAILED recognition, MEASUREMENT, and DISCLOSURE requirements ACROSS 41+ specific STANDARDS – represents a GENUINELY SUBSTANTIAL compliance BURDEN, PARTICULARLY for SMALL enterprises WITHOUT dedicated, SOPHISTICATED accounting FUNCTIONS. ASSBEs REDUCE this burden BY simplifying or ELIMINATING requirements that ARE of LIMITED practical VALUE for smaller, NON-public enterprises – WHILE STILL providing a COHERENT, useful BASIS of financial REPORTING for SMALL business STAKEHOLDERS (banks, TAX authorities, and OWNERS).
4
THE KEY SIMPLIFICATION – No Deferred Tax Accounting
A return to the tax payable method
UNLIKE FULL ASBE (WHICH requires the BALANCE sheet LIABILITY method for DEFERRED tax UNDER ASBE No. 18 – see the COMPANION poster), ASSBEs GENERALLY apply the SIMPLER "TAX PAYABLE method" – RECOGNISING ONLY current TAX expense, WITH NO deferred TAX assets or LIABILITIES recognised AT ALL. THIS is a GENUINELY significant SIMPLIFICATION, AVOIDING the SUBSTANTIAL complexity of TEMPORARY difference tracking and DEFERRED tax CALCULATIONS that SMALL enterprises would OTHERWISE face.
5
Predominantly Historical Cost – No Fair Value Elections
Simplifying an already-cautious full-ASBE default even further
ASSBEs are BUILT almost ENTIRELY around HISTORICAL cost MEASUREMENT – WITHOUT the NARROW fair VALUE elections FULL ASBE permits for INVESTMENT property (ASBE No. 3) or BIOLOGICAL assets (ASBE No. 5) in LIMITED circumstances. GIVEN full ASBE ITSELF already RESTRICTS fair VALUE measurement HEAVILY relative to IFRS (see the COMPANION posters), ASSBEs REPRESENT an EVEN FURTHER simplification, ELIMINATING fair VALUE measurement ENTIRELY for THESE asset categories.
6
Simplified Financial Instruments Treatment
No expected credit loss model, no complex classification
ASSBEs do NOT apply the FULL classification and EXPECTED credit LOSS framework introduced UNDER ASBE No. 22 (see the COMPANION poster) – FINANCIAL instruments are GENERALLY measured at AMORTISED cost or COST, WITHOUT the SOPHISTICATED business-MODEL and SPPI-based CLASSIFICATION testing, or the FORWARD-looking impairment MODEL, full ASBE REQUIRES.
7
No Consolidation, Hedge Accounting, or Complex Group Reporting
Reflecting the typically simpler ownership structure of small enterprises
GIVEN small ENTERPRISES typically LACK complex GROUP structures, ASSBEs DO NOT include a CONSOLIDATED financial STATEMENTS requirement PARALLELING ASBE No. 33, and DO NOT include HEDGE accounting PROVISIONS paralleling ASBE No. 24 – SIMPLIFICATIONS reflecting the GENUINELY different PRACTICAL circumstances of the SMALL enterprises this framework TARGETS.
8
No EPS, Segment Reporting, or Comparable Public-Company Disclosures
Disclosures tailored to a non-public user base
SINCE ASSBEs APPLY only to NON-listed enterprises, THERE is NO requirement PARALLELING ASBE No. 34 (EARNINGS Per Share) or ASBE No. 35 (SEGMENT Reporting) – DISCLOSURES genuinely GEARED toward PUBLIC capital MARKETS users, WITH LIMITED relevance to a SMALL enterprise'S typically NARROWER stakeholder BASE (owners, BANKS, tax AUTHORITIES).
9
Worked Example – Current Tax Only, No Deferred Tax Asset
Simplified tax accounting under ASSBEs
Example: A warranty provision under the tax payable method
A small enterprise recognises a RMB 500,000 warranty provision, which is not yet tax-deductible until the warranty costs are actually paid.
UNDER ASSBEs, the ENTERPRISE recognises ONLY its CURRENT tax LIABILITY BASED on TAXABLE profit – NO deferred TAX asset is RECOGNISED for the RMB 500,000 provision'S FUTURE tax DEDUCTIBILITY, UNLIKE the SAME transaction UNDER full ASBE No. 18 (see the COMPANION poster, WHERE a DEFERRED tax asset WOULD be recognised).
10
Worked Example – Historical Cost Investment Property Under ASSBEs
No fair value option available at all
Example: A small enterprise's rental property
A small enterprise holds a leased-out commercial unit with a cost of RMB 3,000,000 and a 30-year useful life, located in a market with genuinely active, reliable price evidence.
DESPITE the ACTIVE market EVIDENCE that MIGHT have QUALIFIED the property for the FAIR VALUE model UNDER full ASBE No. 3 (see the COMPANION poster), UNDER ASSBEs the ENTERPRISE MUST apply the COST model, DEPRECIATING RMB 3,000,000 ÷ 30 = RMB 100,000 per year – the FAIR value OPTION IS simply NOT available AT ALL under THIS simplified FRAMEWORK.

Critical Judgments & Estimates
Where judgement matters most
SIGNIFICANT JUDGEMENTS
Whether an enterprise genuinely qualifies for ASSBEs, based on the applicable size thresholds
SIGNIFICANT ESTIMATES
Generally reduced relative to full ASBE, given the elimination of fair value and deferred tax estimation

Relationship to IFRS for SMEs
Comparison – ASSBEs vs IFRS for SMEs

Policy rationaleReduced complexity for small, non-public enterprisesReduced complexity for small, non-public enterprises – same rationale
Deferred taxNOT required – tax payable methodREQUIRED – a simplified deferred tax model still applies
ASSBEs GO genuinely FURTHER than IFRS for SMEs in SOME respects – MOST notably, ELIMINATING deferred tax ACCOUNTING entirely, WHERE IFRS for SMEs RETAINS a (simplified) DEFERRED tax requirement.

Quick-Reference Glossary
Tax payable method
A simplified tax accounting approach recognising only current tax expense, with no deferred tax assets or liabilities, used under ASSBEs.
Public accountability
A characteristic of entities whose debt or equity trades in a public market, or that hold assets in a fiduciary capacity for a broad group of outsiders, disqualifying them from simplified small-enterprise frameworks.
