ASPE Section 3400

Revenue

Revenue is part of the Accounting Standards for Private Enterprises (ASPE).

1

Conceptual Framework Linkage

One of the most significant structural divergences in this entire library
ASPE Section 3400 governs REVENUE recognition – GENUINELY distinctively, RETAINING the OLDER "risks AND rewards OF ownership" framework, RATHER than the NEWER, control-BASED five-STEP model VIRTUALLY every OTHER framework COVERED throughout THIS poster LIBRARY has ADOPTED (IFRS 15, ASC 606, and THE 2017-revised ASBE No. 14 – see the COMPANION posters). THIS stands ALONGSIDE Section 3065 (LEASES) as ONE of the MOST significant STRUCTURAL divergences FROM the GLOBAL convergence TREND this ENTIRE library has DOCUMENTED (Section 3).
2

Scope

Sale of goods, rendering of services, and use of enterprise resources by others
This Section applies to REVENUE arising FROM the SALE of GOODS, the RENDERING of SERVICES, and the USE by OTHERS of ENTERPRISE resources YIELDING interest, ROYALTIES, or DIVIDENDS.
3

THE CENTRAL DIVERGENCE – Risk-and-Rewards, Not the 5-Step Control Model

A fundamentally different conceptual foundation
RATHER than IDENTIFYING distinct PERFORMANCE obligations and RECOGNIZING revenue AS each is SATISFIED through the TRANSFER of CONTROL (the FIVE-step model UNDERPINNING IFRS 15, ASC 606, and THE modern ASBE No. 14), ASPE recognizes REVENUE based ON the TRANSFER of the SIGNIFICANT risks AND rewards of OWNERSHIP – a FRAMEWORK conceptually CLOSER to the PRE-2018 IAS 18 approach THAT IFRS 15 ITSELF superseded internationally. THIS is a GENUINELY fundamental, CONCEPTUALLY different STARTING point, RATHER than a MERELY mechanical VARIATION on the SAME underlying MODEL.
4

Revenue From the Sale of Goods – Recognition Criteria

Four cumulative conditions
The significant risks and rewards of ownership have transferred to the buyerThe seller retains neither continuing managerial involvement nor effective control over the goods soldThe amount of revenue can be measured reliablyCollection of the consideration is reasonably assured
5

Revenue From Services – Percentage of Completion or Completed Contract

A genuine policy choice between two older methods
FOR revenue FROM services (or LONG-term contracts), an ENTERPRISE elects EITHER the PERCENTAGE-of-completion METHOD (RECOGNIZING revenue PROGRESSIVELY as the SERVICE is PERFORMED, WHERE the OUTCOME can BE reliably ESTIMATED) OR the COMPLETED-contract method (DEFERRING all REVENUE recognition UNTIL the SERVICE is SUBSTANTIALLY complete) – BOTH genuinely OLDER methods, DISTINCT from the SINGLE, unified PERFORMANCE-obligation satisfaction APPROACH IFRS 15 and ASC 606 REQUIRE internationally.
6

Interest, Royalties, and Dividends

Specific recognition bases for passive income streams
Income typeRecognition basis
InterestA TIME-proportion BASIS, taking INTO account the EFFECTIVE yield ON the underlying ASSET
RoyaltiesON an ACCRUAL basis, IN accordance WITH the SUBSTANCE of the RELEVANT agreement
DividendsWHEN the SHAREHOLDER'S right TO receive PAYMENT is ESTABLISHED
7

Why ASPE Retained the Older Model

Weighing implementation cost against limited incremental benefit for private-enterprise users
THE global SHIFT to the FIVE-step, control-BASED revenue MODEL was LARGELY driven BY complex, MULTI-element arrangements INCREASINGLY common AMONG public, TECHNOLOGY-oriented, and SERVICE-heavy enterprises – WHERE identifying DISTINCT performance OBLIGATIONS and ALLOCATING a TRANSACTION price MEANINGFULLY improved COMPARABILITY and TRANSPARENCY for CAPITAL markets INVESTORS. FOR MANY private enterprises, WHOSE revenue ARRANGEMENTS are OFTEN comparatively SIMPLER, and WHOSE primary USERS have DIFFERENT informational NEEDS, ASPE'S standard-SETTERS concluded the SUBSTANTIAL implementation COST of adopting the NEWER model WOULD likely EXCEED its INCREMENTAL benefit – CONSISTENT with the SAME cost-BENEFIT reasoning UNDERLYING Section 3065'S retained LEASE model (see the COMPANION poster).
8

Worked Example – Recognizing Revenue on the Sale of Goods

Revenue recognized upon transfer of risks and rewards
Example: A wholesale product shipment
A distributor ships $85,000 of product to a customer under standard FOB shipping point terms, meaning risk of loss transfers to the buyer upon shipment. The customer has good credit, and collection is reasonably assured.
The COMPANY recognizes the FULL $85,000 of revenue UPON shipment – the SIGNIFICANT risks AND rewards of OWNERSHIP have TRANSFERRED, the COMPANY retains NO continuing MANAGERIAL involvement, revenue CAN be measured RELIABLY, and COLLECTION is REASONABLY assured.
9

Worked Example – Percentage of Completion for a Service Contract

Progressive revenue recognition based on completion progress
Example: A multi-year construction contract
A construction company has a $6,000,000 contract, electing the percentage-of-completion method. By year end, the company has incurred $2,400,000 of the estimated $4,000,000 total contract costs.
PERCENTAGE complete = $2,400,000 ÷ $4,000,000 = 60% – the COMPANY recognizes $6,000,000 × 60% = $3,600,000 of REVENUE for the PERIOD, PROGRESSIVELY reflecting the CONTRACT'S completion STATUS.

Disclosure Requirements

What Section 3400 requires
Accounting policies adopted for revenue recognition, including the method used for revenue from servicesAmount of each significant category of revenue recognized during the periodAmount of revenue arising from exchanges of goods or services

Critical Judgments & Estimates

Where judgment matters most
SIGNIFICANT JUDGMENTS
Whether the significant risks and rewards of ownership have genuinely transferredWhether collection is reasonably assuredChoosing between percentage-of-completion and completed-contract methods for services
SIGNIFICANT ESTIMATES
Percentage of completion, and total estimated contract costs, under the percentage-of-completion method

Relationship to IFRS 15

Comparison – ASPE Section 3400 vs IFRS 15
FeatureASPE Section 3400IFRS 15
Core recognition modelRisk-and-rewards of ownershipTransfer of control, five-step performance obligation model
Service revenue methodsPercentage-of-completion OR completed-contractProgressive recognition upon satisfaction of performance obligations
ONE of the MOST significant, CONCEPTUALLY fundamental DIVERGENCES this ENTIRE poster LIBRARY has DOCUMENTED – ALONGSIDE Section 3065 (LEASES), ASPE'S retained REVENUE model REPRESENTS a GENUINE, deliberate DEPARTURE from the GLOBAL convergence TREND toward control-BASED revenue RECOGNITION.
