Practical Solutions

ASBJ Document Type Overview

ASBJ Document Type Overview is part of the Japan GAAP framework.

1

Conceptual Framework Linkage

Timely guidance for narrow, often urgent practical questions
"PRACTICAL SOLUTIONS" (実務対応報告) are a DISTINCT ASBJ document TYPE – separate from the FULL "ACCOUNTING STANDARDS" (ASBJ Statements) that form the CORE of J-GAAP. Where a full Accounting Standard addresses a BROAD topic through a comprehensive, multi-year due-process CYCLE, a Practical Solution addresses a NARROWER, often more URGENT practical question – frequently arising from a NEWLY introduced law, a NEW type of financial instrument, or an emerging accounting QUESTION not yet anticipated by the existing standards.
2

Scope – Where Practical Solutions Sit Within ASBJ's Output

One of several parallel ASBJ document types
As NOTED in the companion ASBJ Guidance No. 32 poster, ASBJ's output SPANS several PARALLEL document types – ACCOUNTING STANDARDS (Statements), IMPLEMENTATION GUIDANCE, TRANSFERRED GUIDANCE (older interpretive material carried FORWARD from a predecessor body), and PRACTICAL SOLUTIONS – EACH with its OWN numbering sequence and ROLE within the overall J-GAAP framework.
3

Why a Faster, Narrower Document Type Exists

Bridging the gap between "no guidance" and "a full multi-year project"
A FULL Accounting Standard project can take YEARS – appropriate for BROAD, foundational topics, but genuinely ILL-SUITED to a NARROW, URGENT practical question (e.g. how should a BRAND-NEW type of tax, or a NEWLY common financial instrument, be accounted for RIGHT NOW?). Practical Solutions FILL this gap – providing companies with TIMELY, AUTHORITATIVE guidance MUCH faster than the full Statement-level due-process CYCLE would allow.
4

Status – Real Practical Force, Without Full Statement-Level Weight

Authoritative guidance, sometimes explicitly tentative
A Practical Solution CARRIES genuine, AUTHORITATIVE practical force – companies are EXPECTED to follow its guidance – but it does NOT carry the SAME formal, comprehensive due-process WEIGHT as a full ASBJ Statement. Some Practical Solutions are EXPLICITLY labelled "TENTATIVE" (as with the companion Special Corporate Tax for Defense poster), SIGNALLING that FURTHER refinement – or eventual FORMALISATION into a full Statement – may FOLLOW.
5

Typical Trigger – New Laws, New Instruments, Urgent Questions

The recurring pattern behind most Practical Solutions
Trigger typeExample (illustrative)
New tax legislationThe Special Corporate Tax for Defense (2026); the OECD global minimum tax rules
New financial instruments/practicesVirtual currency accounting; LIBOR transition hedge accounting relief
Narrow entity typesTrust accounting; deferred asset treatment for specific arrangements

Illustrative Examples Across This Poster Series

Practical Solutions already encountered in this series
This poster series has ALREADY covered ONE concrete example – the Practical Solution on the TENTATIVE Treatment of Accounting for and Disclosures of Special Corporate Tax for Defense (issued February 27, 2026) – ILLUSTRATING the general PATTERN: a narrow, urgent, tax-law-driven question addressed QUICKLY, OUTSIDE the full Statement-level cycle.
7

The Eventual Path to Full Statement Status

Some Practical Solutions eventually get absorbed into a full Statement
AS discussed in the companion ASBJ Statement No. 27 (Revised 2026) poster, a TENTATIVE Practical Solution addressing a genuinely SIGNIFICANT, LASTING accounting question may EVENTUALLY be FORMALISED into a full ASBJ Statement – once the underlying practice has MATURED and the ASBJ judges the topic WARRANTS the fuller, more COMPREHENSIVE due-process treatment.
8

Worked Example – a New Instrument Triggering a Practical Solution

Timely guidance for an emerging accounting question
Example: A new type of digital asset emerging in the market
A genuinely new type of financial instrument or digital asset becomes common in the Japanese market, without existing J-GAAP standards clearly addressing its treatment.
RATHER than waiting for a FULL, multi-year Accounting Standard project, the ASBJ may issue a PRACTICAL SOLUTION addressing the SPECIFIC recognition, measurement, and disclosure QUESTIONS this new instrument raises – giving preparers TIMELY, authoritative guidance MUCH sooner than a full Statement-level project would allow.
9

Worked Example – Formalisation Into a Full Standard

Graduating from tentative guidance to permanent standard
Example: A tentative tax measure becoming a lasting fixture
A tentative Practical Solution addressing a new tax measure remains in place for several years, with the underlying tax practice becoming well-established and stable.
The ASBJ may EVENTUALLY fold the Practical Solution's SUBSTANCE into a FULL Accounting Standard (e.g. an amendment to the relevant tax accounting Statement) – REPRESENTING the NATURAL "graduation" path from FAST, tentative interim guidance TOWARD permanent, comprehensive Statement-level treatment.

Critical Judgments

Where judgement matters most
SIGNIFICANT JUDGEMENTS
Whether a specific fact pattern falls within a narrowly-scoped Practical Solution's coverage
SIGNIFICANT ESTIMATES

Relationship to IAS/IFRS

A rough parallel to IFRIC Interpretations and narrow-scope amendments
Internationally, the IFRS Interpretations Committee (IFRIC) and the IASB's OWN narrow-scope amendments serve a BROADLY SIMILAR function – addressing SPECIFIC, often URGENT application questions MORE QUICKLY than a full new IFRS Standard project would allow. J-GAAP's Practical Solutions occupy a ROUGHLY analogous ROLE within the J-GAAP hierarchy, though the SPECIFIC procedural mechanics and formal STATUS differ between the two systems.

Quick-Reference Glossary

Practical Solution (実務対応報告)
A narrower, more quickly issued ASBJ document type addressing specific, often urgent practical accounting questions, frequently arising from new laws or instruments.
Transferred Guidance
