ASBJ 34

Accounting Standard for Leases

Accounting Standard for Leases is part of the Japan GAAP framework.

Effective Soon (April 1, 2027)

EFFECTIVE DATE: This Statement was issued September 13, 2024 and takes effect for fiscal years beginning on or after April 1, 2027. It supersedes the old dual-classification model under ASBJ Statement No. 13.

1

Conceptual Framework Linkage

Bringing substantially all leases onto the lessee's Balance Sheet
ASBJ Statement No. 34 ELIMINATES the OLD dual finance/operating lessee classification model (previously governed by ASBJ Statement No. 13 – see the companion poster) and requires recognition of a "RIGHT-OF-USE ASSET" and a corresponding LEASE LIABILITY for SUBSTANTIALLY ALL leases – a MAJOR reform bringing J-GAAP's lease accounting CLOSE ALIGNMENT with IFRS 16, ending Japan's EXTENDED period of retaining an "old IAS 17"-style approach.
2

Scope and Effective Date

All lessees, effective from fiscal years beginning April 1, 2027
This Statement applies to ALL companies that are LESSEES (with some continued distinctions for LESSOR accounting), effective for FISCAL YEARS beginning ON OR AFTER APRIL 1, 2027 – giving companies a MULTI-YEAR transition period from the 2024 issuance date to PREPARE for the significant Balance Sheet impact this reform will have.
3

Redefining a Lease – Alignment With IFRS 16

A contract conveying the right to control use of an identified asset
This Statement REDEFINES what constitutes a "LEASE" to ALIGN with IFRS 16's OWN definition – a contract that CONVEYS the right to CONTROL the use of an IDENTIFIED asset for a period of TIME in exchange for consideration – a genuinely NEW starting point for analysis, REPLACING the OLDER, more form-based lease identification criteria under the PREVIOUS standard.
4

The Single On-Balance-Sheet Lessee Model

No more off-balance-sheet operating leases
UNDER the NEW model, a LESSEE recognises a RIGHT-OF-USE ASSET and a LEASE LIABILITY for VIRTUALLY ALL leases – ELIMINATING the OLD "operating lease" category's off-balance-sheet treatment ENTIRELY (subject to the narrow exemptions in Section 7) – a SINGLE, UNIFIED lessee accounting model REPLACING the PREVIOUS dual finance/operating classification.
5

Initial Measurement of the Right-of-Use Asset and Lease Liability

Present value of lease payments, plus adjustments
The LEASE LIABILITY is initially measured at the PRESENT VALUE of remaining LEASE PAYMENTS, discounted using the RATE implicit in the lease (or, where not readily determinable, the lessee's INCREMENTAL borrowing rate). The RIGHT-OF-USE ASSET is initially measured at COST – GENERALLY the initial lease liability amount, PLUS any lease payments made AT OR BEFORE commencement, initial DIRECT costs, and estimated RESTORATION costs (see the companion ASBJ Statement No. 18, Asset Retirement Obligations, poster).
6

Subsequent Measurement

Depreciation of the asset, interest accretion on the liability
The RIGHT-OF-USE ASSET is DEPRECIATED (generally straight-line) over the SHORTER of the lease term or the asset's useful life. The LEASE LIABILITY is REDUCED as payments are made, with INTEREST expense accreting the liability over time – broadly PARALLELING how a FINANCE lease was already treated under the OLD standard, now EXTENDED to cover leases that would PREVIOUSLY have been classified as operating leases.
7

Exemptions – Short-Term and Low-Value Leases

Narrow relief, broadly mirroring IFRS 16's own exceptions
A lessee MAY elect NOT to apply the on-balance-sheet model to SHORT-TERM leases (generally 12 months or less, with NO purchase option) or leases of LOW-VALUE underlying assets – recognising lease payments as an EXPENSE on a STRAIGHT-LINE basis instead, broadly MIRRORING the SAME narrow exemptions available under IFRS 16.
8

J-GAAP-Specific Simplifications

Practical simplifications appropriate to J-GAAP's user base
While BROADLY aligned with IFRS 16's overall ARCHITECTURE, ASBJ Statement No. 34 incorporates SEVERAL practical SIMPLIFICATIONS appropriate to Japan's SPECIFIC preparer base – reflecting the ASBJ's GENERAL preference for PROPORTIONATE, PRACTICAL guidance RATHER than a word-for-word replication of the international standard's EVERY provision.
9

Worked Example – Initial Recognition of a Lease

Recognising the right-of-use asset and lease liability
Example: A 5-year office lease
A company enters a 5-year office lease with annual payments of ¥20,000,000, discounted using an incremental borrowing rate of 3%, giving a present value of lease payments of ¥91,600,000 (approximately).
The company recognises a RIGHT-OF-USE ASSET and a LEASE LIABILITY of approximately ¥91,600,000 EACH at commencement – a MATERIAL new Balance Sheet recognition that would NOT have occurred under the OLD operating lease treatment (which would have simply expensed ¥20,000,000 per year straight-line, off-balance-sheet).
10

Worked Example – Applying the Short-Term Lease Exemption

Retaining off-balance-sheet treatment for a genuinely short lease
Example: A 6-month equipment rental
A company rents specialised equipment for a 6-month project, with no purchase option or expectation of renewal, at ¥2,000,000 per month.
The company ELECTS the SHORT-TERM lease exemption, recognising ¥2,000,000 of RENTAL EXPENSE each month on a straight-line basis – WITHOUT recognising a right-of-use asset or lease liability, given the lease's genuinely SHORT (12 months or less) term.

Disclosure Requirements

What ASBJ Statement No. 34 requires
Right-of-use assets and lease liabilities recognised, by class of underlying asset Maturity analysis of lease liabilities Information about short-term/low-value lease exemptions elected
12

Critical Judgments & Estimates

Where judgement matters most
SIGNIFICANT JUDGEMENTS
Determining the lease term, including renewal/termination options reasonably certain to be exercised Whether a contract meets the redefined "lease" criteria at all
SIGNIFICANT ESTIMATES
Incremental borrowing rate where the rate implicit in the lease is not readily determinable
13

Relationship to IAS/IFRS

Comparison – J-GAAP vs IFRS 16
Feature J-GAAP (ASBJ Statement No. 34) IFRS (IFRS 16)
Lessee model Single on-balance-sheet model Single on-balance-sheet model – converged
Short-term/low-value exemptions Available Available – converged
A GENUINELY MAJOR convergence achievement – ending Japan's DECADES-LONG retention of an "old IAS 17"-style dual classification model, though on a DELAYED implementation timeline (effective 2027) relative to IFRS 16's OWN earlier effective date internationally.

Quick-Reference Glossary

Right-of-use asset
The asset recognised by a lessee representing its right to use a leased asset over the lease term.
Incremental borrowing rate
The rate a lessee would have to pay to borrow funds to obtain an asset of similar value, used to discount lease payments when the rate implicit in the lease is not readily determinable.
