Implementation Guidance

ASBJ Document Type Overview, No. 1–34+

ASBJ Document Type Overview, No. 1–34+ is part of the Japan GAAP framework.

SCOPE NOTE: Implementation Guidance is numbered independently from ASBJ Statements (see the companion ASBJ Guidance No. 32 poster on this numbering distinction). This poster explains the document type generally and maps the specific Guidance numbers confirmed or referenced elsewhere in this poster series to their companion Statements, rather than producing 30+ near-duplicate individual posters.
1

Conceptual Framework Linkage

Turning principles into practice
"IMPLEMENTATION GUIDANCE" (適用指針) is the ASBJ document TYPE that translates a PRINCIPLES-based Accounting Standard (an ASBJ Statement) into DETAILED, PRACTICAL, application-level guidance – worked scenarios, specific interpretive answers, and illustrative examples helping PREPARERS apply a Statement's requirements CONSISTENTLY. A Statement sets out the PRINCIPLE; its companion Implementation Guidance explains HOW to apply that principle in PRACTICE, across a range of concrete FACT patterns.
2

Scope – Where Implementation Guidance Sits Within ASBJ's Output

One of several parallel ASBJ document types
As ESTABLISHED in the companion ASBJ Guidance No. 32 poster, ASBJ's output spans SEVERAL parallel document types: ACCOUNTING STANDARDS (Statements), IMPLEMENTATION GUIDANCE, PRACTICAL SOLUTIONS (see the companion overview poster), and TRANSFERRED GUIDANCE – EACH numbered INDEPENDENTLY, and EACH playing a DISTINCT structural role.
3

What Implementation Guidance Actually Contains

Worked scenarios, interpretive answers, and illustrative examples
A TYPICAL piece of Implementation Guidance contains: ILLUSTRATIVE examples applying the companion Statement's PRINCIPLES to specific fact patterns; ANSWERS to commonly-arising APPLICATION questions; TRANSITION guidance for newly-issued Statements; and, WHERE relevant, PRACTICAL expedients or simplified approaches CONSISTENT with the Statement's OVERALL objectives.
4

Numbering – Independent From, and Not Aligned With, Statement Numbers

Guidance No. X does not correspond to Statement No. X
CRITICALLY, Guidance numbers do NOT correspond to the SAME number as their companion STATEMENT – Guidance No. 30 supports Statement No. 29 (Revenue Recognition); Guidance No. 33 supports Statement No. 34 (Leases); Guidance No. 34 supports Statement No. 37 (Interim Financial Reporting). The TWO sequences have simply DIVERGED over time as EACH has grown at its OWN pace, making CONTEXT – not the number ALONE – essential for CORRECTLY identifying which Statement a given piece of Guidance supports.

This table reflects Guidance numbers SPECIFICALLY confirmed or referenced elsewhere in THIS poster series – it is NOT a complete enumeration of every Guidance number from 1 through 34+; ASBJ's own current index should be consulted for the FULL, up-to-date list.
6

Revisions – Guidance Is Updated as Its Companion Statement Evolves

Kept in step with the underlying Statement over time
WHEN a companion Statement is REVISED (as with the 2026 Financial Instruments and Current Income Taxes amendments – see the companion posters), its Implementation Guidance is TYPICALLY revised IN TANDEM – for example, Guidance No. 28 has been REVISED multiple times (2022, 2024) ALONGSIDE amendments to the underlying Tax Effect Accounting Statement, ensuring the PRACTICAL application guidance stays CURRENT with the principle it supports.
7

Distinguishing Implementation Guidance From Practical Solutions

Companion detail vs a standalone narrow answer
Implementation Guidance ALWAYS has a SPECIFIC companion Statement it supports – it exists to APPLY that Statement's principles. A PRACTICAL SOLUTION (see the companion overview poster), BY CONTRAST, often stands ALONE, addressing a NARROW question NOT yet covered by ANY existing Statement (e.g. a brand-new tax measure) – it is NOT necessarily tied to a SPECIFIC companion Statement in the SAME way Implementation Guidance is.
8

Worked Example – Using Guidance to Resolve an Application Question

Turning a general principle into a specific answer
Example: Applying the Leases Statement to an ambiguous contract
A company is uncertain whether a specific service contract meets ASBJ Statement No. 34's redefined "lease" criteria (see the companion poster), given the contract's unusual terms.
The company consults ASBJ IMPLEMENTATION GUIDANCE No. 33 (the COMPANION guidance to Statement No. 34), which provides ILLUSTRATIVE examples and interpretive ANSWERS addressing SIMILAR borderline scenarios – helping the company reach a CONSISTENT, well-supported conclusion WITHOUT needing to interpret the Statement's general PRINCIPLES entirely from first principles.
9

Worked Example – a Guidance Revision Following a Statement Amendment

Keeping application guidance current
Example: The 2026 Financial Instruments exposure draft
Following the ASBJ's February 2026 exposure draft proposing an expected credit loss model for ASBJ Statement No. 10 (see the companion poster), a SEPARATE, dedicated new Implementation Guidance on "Accounting for Expected Credit Losses on Financial Assets" was ALSO released.
This ILLUSTRATES the GENERAL pattern: a MAJOR Statement-level change is ACCOMPANIED by CORRESPONDING new or revised Implementation Guidance, providing the PRACTICAL detail (illustrative expected-loss calculations, staging criteria, disclosure examples) preparers NEED to apply the NEW principle consistently.

Relationship to IAS/IFRS

A rough parallel to IFRS Illustrative Examples and Implementation Guidance
Internationally, individual IFRS Standards are OFTEN accompanied by their OWN "Illustrative Examples" and "Implementation Guidance" sections, PUBLISHED alongside (though NOT formally PART of) the Standard itself – SERVING a broadly SIMILAR function to ASBJ's Implementation Guidance: translating PRINCIPLES into practical, worked APPLICATION. The KEY structural difference is that ASBJ's Implementation Guidance is a SEPARATELY numbered, standalone DOCUMENT type, WHEREAS IFRS's equivalent material is typically published AS PART of the same Standard's overall package.
