Government Assistance

Government Assistance is part of the Accounting Standards for Private Enterprises (ASPE).

1

Conceptual Framework Linkage

Full recognition and measurement, not merely disclosure
ASPE Section 3800 governs the RECOGNITION, MEASUREMENT, and PRESENTATION of GOVERNMENT assistance – TRANSFERS of resources TO an ENTERPRISE by A government, IN return FOR past OR future COMPLIANCE with SPECIFIED conditions. THE Section OFFERS genuine PRESENTATION choices, BROADLY converged WITH IAS 20 internationally (Section 4).
2

Scope

Grants, forgivable loans, and other government transfers
This Section applies TO government GRANTS, forgivable LOANS, and OTHER forms OF government ASSISTANCE – EXCLUDING investment TAX credits, WHICH are GOVERNED separately BY Section 3805 (see the COMPANION poster), GIVEN their SPECIFIC interaction WITH the income TAX system.
3

Recognition Criteria – Reasonable Assurance

Compliance and receipt must both be reasonably assured
GOVERNMENT assistance IS recognized WHEN there IS reasonable ASSURANCE that the ENTERPRISE will COMPLY with the CONDITIONS attached TO the assistance, AND that the ASSISTANCE will ACTUALLY be RECEIVED – BOTH conditions MUST be MET together.
4

THE PRESENTATION CHOICE – Asset-Related Government Assistance

Deduct from asset cost, or defer and amortize
ApproachDescription
Cost reduction approachTHE assistance IS deducted FROM the COST of the RELATED depreciable ASSET, REDUCING future DEPRECIATION expense OVER the ASSET'S useful LIFE
Deferred income approachTHE assistance IS recorded AS deferred INCOME, RECOGNIZED in NET income OVER the SAME periods AS the RELATED costs it IS intended TO compensate
AN enterprise ELECTS ONE of these TWO approaches AS an ACCOUNTING policy – BOTH produce the SAME net INCOME over TIME, but DIFFER in PRESENTATION (a SMALLER asset AND lower DEPRECIATION, VERSUS a FULL-cost asset PAIRED with SEPARATELY amortized DEFERRED income).
5

Income-Related Government Assistance

Presented as income, or as a reduction of the related expense
GOVERNMENT assistance NOT tied TO a SPECIFIC depreciable ASSET (e.g. a WAGE subsidy, OR an OPERATING cost REIMBURSEMENT) is RECOGNIZED in NET income – EITHER presented AS a SEPARATE item OF income, OR as a REDUCTION of the RELATED expense it IS intended TO offset.
6

Forgivable Loans

Recognized as assistance once forgiveness conditions are reasonably assured
A FORGIVABLE loan (a LOAN the GOVERNMENT agrees TO waive REPAYMENT of, PROVIDED specified CONDITIONS are MET) is recognized AS government ASSISTANCE when THERE is reasonable ASSURANCE that the ENTERPRISE will MEET the TERMS for FORGIVENESS – UNTIL that POINT, it is ACCOUNTED for SIMPLY as a LIABILITY (an ORDINARY loan).
7

Repayment of Previously Recognized Assistance

Adjusting the asset or recognizing an immediate expense
WHERE previously RECOGNIZED government ASSISTANCE becomes REPAYABLE (e.g. a CONDITION is SUBSEQUENTLY breached), the REPAYMENT is ACCOUNTED for AS a CHANGE in ESTIMATE – INCREASING the CARRYING amount OF the related ASSET (WHERE the cost-REDUCTION approach was USED) or RECOGNIZING an IMMEDIATE expense (WHERE the DEFERRED income APPROACH was used AND no DEFERRED balance REMAINS).
8

Worked Example – Deducting Assistance From an Asset's Cost

A smaller asset base, lower future depreciation
Example: A capital grant for new equipment
A company purchases equipment for $1,000,000, receiving a $200,000 government grant toward the purchase, with reasonable assurance of compliance and receipt. The equipment has a 10-year useful life. The company elects the cost reduction approach.
The COMPANY records the EQUIPMENT at $1,000,000 − $200,000 = $800,000, DEPRECIATING it AT $800,000 ÷ 10 = $80,000 per year – RATHER than THE $100,000 per YEAR it WOULD otherwise HAVE recognized.
9

Worked Example – Deferred Income Presentation for the Same Grant

Full-cost asset, paired with separately recognized deferred income
Example: The same facts, electing the deferred income approach
Continuing the prior example, the company instead elects the deferred income approach.
The COMPANY records the EQUIPMENT at ITS FULL $1,000,000 cost, DEPRECIATING it AT $100,000 per YEAR, WHILE SEPARATELY recognizing $200,000 ÷ 10 = $20,000 per year of DEFERRED grant INCOME – the NET effect on ANNUAL income ($100,000 depreciation − $20,000 grant INCOME = $80,000 net EXPENSE) is IDENTICAL to the COST-reduction approach.

Disclosure Requirements

What Section 3800 requires
Nature and extent of government assistance recognized during the periodAccounting policy adopted (cost reduction or deferred income approach) for asset-related assistanceUnfulfilled conditions and other contingencies attaching to recognized assistance

Critical Judgments & Estimates

Where judgment matters most
SIGNIFICANT JUDGMENTS
Whether reasonable assurance of compliance and receipt genuinely existsWhich presentation approach (cost reduction or deferred income) to elect
SIGNIFICANT ESTIMATES
Periods over which deferred income should be recognized, matched to the related costs
12

Relationship to IAS 20 and Contrast With ASC 832

Comparison – ASPE Section 3800 vs IAS 20 vs US GAAP ASC 832
FeatureASPE Section 3800IAS 20
Recognition/measurement guidanceFull, prescriptiveFull, prescriptive – converged
Presentation choicesAsset cost reduction OR deferred incomeSame choice – converged
GENUINELY thoroughly CONVERGED with IAS 20 – the SHARP contrast LIES with US GAAP'S OWN ASC 832 (COVERED earlier in THIS library'S US GAAP SERIES), WHICH deliberately PROVIDES no RECOGNITION or MEASUREMENT guidance AT all, LEAVING diversity IN practice INTACT. ASPE, LIKE IAS 20, TAKES the OPPOSITE, fully PRESCRIPTIVE approach.
