ASBJ 32
Implementation Guidance on Accounting Standard for Semi-annual Financial Reporting
Implementation Guidance on Accounting Standard for Semi-annual Financial Reporting is part of the Japan GAAP framework.
Numbering Clarification
There is no separately numbered ASBJ Statement No. 32. Within ASBJ's parallel numbering systems for Statements and Implementation Guidance, No. 32 in this position corresponds to ASBJ Guidance No. 32 – the Implementation Guidance issued alongside ASBJ Statement No. 33 (Semi-annual Financial Reporting) in March 2024.
1
Conceptual Framework Linkage
Implementation Guidance interprets and operationalises a Statement
ASBJ's output is organised into SEVERAL parallel document TYPES –
"ACCOUNTING STANDARDS" (ASBJ Statements, the PRIMARY, principle-setting
documents), "IMPLEMENTATION GUIDANCE" (detailed, PRACTICAL guidance
interpreting and applying a Statement's requirements), "PRACTICAL
SOLUTIONS" (narrower, often transitional interpretive guidance), and
"TRANSFERRED GUIDANCE" (older interpretive material CARRIED FORWARD from
a predecessor body). EACH document type has its OWN, SEPARATE numbering
sequence – meaning "No. 32" can refer to DIFFERENT documents depending
on WHICH sequence is being referenced.
2
ASBJ's Parallel Numbering Systems – Statements vs Implementation Guidance
Two independently numbered sequences running side by side
ACCOUNTING STANDARDS (ASBJ Statements) are numbered 1, 2, 3...
independently from IMPLEMENTATION GUIDANCE (ASBJ Guidance), which is
ALSO numbered 1, 2, 3... in its OWN, SEPARATE sequence. A Statement and
its COMPANION Guidance are OFTEN issued together but do NOT necessarily
share the SAME number – for example, ASBJ Statement No. 33 (Semi-annual
Financial Reporting) was issued ALONGSIDE ASBJ Guidance No. 32 (its
companion Implementation Guidance), NOT "ASBJ Statement No. 32."
3
Scope of ASBJ Guidance No. 32
Practical application guidance for semi-annual reporting
ASBJ Guidance No. 32 provided DETAILED, PRACTICAL guidance for
applying ASBJ Statement No. 33 – the ORIGINAL 2024 Semi-annual
Financial Reporting standard (see the companion poster) – addressing
SPECIFIC application questions that arise in PREPARING semi-annual
(second-quarter) statutory financial statements.
4
What This Guidance Provided
Practical detail supporting the principles set out in Statement No. 33
Consistent with the GENERAL role of Implementation Guidance across the
ASBJ suite, this Guidance SUPPLIED practical, OPERATIONAL detail –
illustrative examples, specific application scenarios, and
INTERPRETIVE clarifications – supporting COMPANIES in applying
Statement No. 33's PRINCIPLES-BASED semi-annual reporting requirements
CONSISTENTLY.
5
Superseded by the Interim Financial Reporting Package (2025)
Reworked alongside its parent Statement
When ASBJ Statement No. 33 was REWORKED into ASBJ Statement No. 37
(Interim Financial Reporting) in October 2025 (see the companion
poster), its COMPANION Implementation Guidance was LIKEWISE reworked
into ASBJ Implementation Guidance No. 34 – meaning ASBJ
Guidance No. 32's PRACTICAL content has been LARGELY carried forward and
updated WITHIN the current Implementation Guidance No. 34, rather than remaining
separately in force under its ORIGINAL number.
6
Worked Example – Locating a Cross-Referenced Guidance Number
Resolving a numbering ambiguity in practice
Example: A preparer encountering a reference to "No. 32"
A preparer researching Japan's semi-annual/interim reporting history
encounters a reference to "No. 32" without further qualification.
Given the SURROUNDING context (semi-annual reporting, issued alongside
Statement No. 33 in March 2024), the preparer can conclude this refers
to ASBJ GUIDANCE No. 32 – the Implementation Guidance companion
to Statement No. 33 – NOT a separately numbered Accounting Standard, resolving
the AMBIGUITY by recognising ASBJ's TWO parallel numbering sequences.

Critical Judgments
Where judgement matters most
SIGNIFICANT JUDGEMENTS
Correctly identifying which ASBJ numbering sequence a given
reference belongs to
SIGNIFICANT ESTIMATES
Not applicable – this is a numbering/reference clarification, not
a measurement matter
9
Relationship to IAS/IFRS
A structural, not substantive, comparison point
The IASB's OWN standard-numbering convention (IFRS 1, 2, 3... and IAS
1, 2, 3... running as SEPARATE historical sequences) offers a ROUGH
parallel to ASBJ's PARALLEL Statement/Guidance numbering – in BOTH
systems, a bare NUMBER reference can be AMBIGUOUS without knowing
WHICH document type or series it belongs to.
